The Council of Ministers approved on Tuesday, at the proposal of the Ministry of Equality, the distribution of 142.5 million euros to the autonomous communities to co-finance the Corresponsables Plan, as explained by the Minister of Equality, Ana Redondo, in the press conference following the Council of Ministers, where she admitted that there have been «adjustments» in the plan’s budget due to overlapping competencies. From now on, Equality will contribute 75% of the plan’s funding and the Autonomous Communities the remaining 25%.

This was highlighted in response to the cuts denounced in this plan by some Autonomous Communities, ensuring that there is no «decrease in funding» for equality policies.

In addition to the introduction of co-financing, an «additionality» is incorporated, an element of innovation. «This plan needs a greater boost, a greater innovation precisely to transition from reconciliation to true co-responsibility,» she said.

Likewise, as she explained, a hub of co-responsible people is incorporated for monitoring each of the projects from inception to conclusion and to follow the justification of expenses midway through the project and at the end. This monitoring will be done by the ministry through an application that is already available and will also be presented to the Autonomous Communities. A specialized technical team has also been created to monitor and support the Autonomous Communities and create a bank of best practices.

NO «DECREASE IN FUNDING» IN EQUALITY POLICIES

In this sense, the minister has stated that the autonomous communities «are aware that equality policies are state policies and they perfectly understand that they have to collaborate.» «In no case is there any decrease in funding for equality policies, in no case,» she asserted.

«There is not a single euro less in the equality policies entrusted to this ministry. What we have done is adjust and certainly I believe improve what is a plan that was overlapping at this time. The competencies of conciliation that are assumed by the autonomous communities and municipalities were overlapping with a plan that seeks novelties and aims for social transformation,» she argued when asked why the plan had 190 million in 2021, when it started, compared to the 142 million this year. In this regard, she emphasized that adjustments have been made «in view of these four years» and how resources and effectiveness have been implemented.

On the other hand, the Minister of Education and Government spokesperson, Pilar Alegría, has stated that the increase in defense spending does not imply «any type of social cut.» «We are talking about reaching that 2% this year and, in addition, doing it, as we said, with the commitment not to touch a single item of social policies,» she added.

SECTORIAL CONFERENCE THIS FRIDAY

The Government will distribute the 142.5 million to the autonomous communities at the next Sectorial Conference, to be held this Friday, May 23, as Redondo has announced.

«This plan was born in 2021 as a seed plan that aims to narrow the gender gap in care. It is a complex gap that we are struggling to reduce,» warned the Minister of Equality.

The Corresponsables Plan is aimed at the autonomous communities, except for Navarra and the Basque Country, as well as the autonomous cities of Ceuta and Melilla.

The Equality Minister has warned that, after the Covid-19 pandemic, the gender gap in care «not only remains, but even increases»: «Women actually assume 80% more care than their male counterparts.»

Therefore, she argued that this is one of the «fundamental» policies in which the Government is involved because «it is also about transforming a society that thinks about care and that has to evolve, from reconciliation to true co-responsibility.»

«A social co-responsibility, a co-responsibility within families, ultimately, also for companies. It is a model that is truly ambitious and, above all, it is ambitious because Spain is a benchmark in equality policies. It is the beacon that many other countries look to for progress in these policies that have been structural policies, central policies, they are truly innovative policies that have transformed our society,» Redondo asserted.

2025 AGREEMENT UPDATES

The Ministry of Equality has detailed that the agreement of the Sectorial Conference regulating the implementation of the Corresponsables Plan in 2025 introduces updates such as strengthening the effective application of six principles: Equality, co-responsibility, children’s rights, coherence, additionality, transparency.

Co-financing is «mandatory and flexible» and the General State Administration will contribute 75%, that is, the 142.5 million euros approved this Tuesday by the Council of Ministers.

It also incorporates «greater transparency» thanks to the HUB Corresponsables Platform. All technical and economic justifications must be made through the HUB Corresponsables, a digital tool for monitoring, transparency, and accountability.

Furthermore, there is an improvement in access criteria to services: The income level is introduced as the preferred criterion for access to services; and coverage is extended to people with disabilities up to 21 years old, with specialized and financiable care.

The funds linked to the Corresponsables Plan aim at three action axes: promoting reconciliation and managing the use of time of families with girls, boys, and young people up to 16 years old, from a co-responsibility approach between women and men; recognizing the value of care through the professionalization and dignification of the sector; and promoting a social and cultural change towards models of responsible and egalitarian masculinities.

CONCERNED ABOUT THE NUMBER OF YOUNG PEOPLE SUPPORTING THE FAR-RIGHT

When asked about the outcome of the elections in Portugal and the number of young males who have voted for the far-right, Redondo acknowledged that this issue is «a concern of this Government, in Europe, and a concern of society as a whole.»

Thus, she warned that on social media «what circulates is a denialist message, a message of hatred, and a clear anti-feminist and anti-equality message.»

For the Minister of Equality, the problem with social media is that, in addition, «they reinforce those prejudices and stereotypes, and many young people are getting information directly through social media and receiving information that reinforces them»: «That’s the problem.»

«All the policies of the Ministry are also aimed at addressing this new reality that is very harmful, not only for young males, but very harmful for democracy in general, which is a key element, equality,» she emphasized.

At this point, she referred to pornography on the Internet, «because the majority of young people between 8 and 18 years old have very frequent contact, and the vast majority reaches their phones without even a willingness to engage in these pornographic networks.»

«All of this is influencing a misogynistic, sexist conception that devalues women and conceives equality as something to reject. It is an enormously complex, very worrying phenomenon that threatens equality, threatens democracies,» she warned.
