According to sources close to the negotiation, the Ministry of Health and the unions will meet on May 26, June 6, and July 15, although it is not ruled out that there may be a new meeting before the last date set.
Precisely, this Wednesday, the Ministry and the trade unions, including the Independent and Civil Servants Trade Union (CSIF), held a meeting where they discussed the articles of the Statute related to professional careers, the retributive supplement for performance, and the provision of positions.
Regarding the provision of positions, CSIF has demanded that the Ministry of Health offer all vacant positions to transfer competitions before calling for a public competition or a service commission. Always demanding the elimination of replacement rates to be able to call for all existing structural positions.
As for professional careers, CSIF has requested the calling of access and recognition processes, as well as their payment for all categories, homogenizing criteria. CSIF recalls that, currently, each health service has a different model of professional career established, «even reaching the case of Castilla-La Mancha, where access to new career degrees has been blocked since 2010».
Regarding the performance supplement (variable productivity), the union has requested homogeneity in the different Autonomous Communities, setting general items from the Statute.
Finally, concerning positions and positions of difficult coverage, they demand that the Ministry of Health specify minimum items in the Statute, as well as their incentive, as has been done for Primary Care positions. They also demand such incentivization and recognition for specialized positions of difficult coverage, such as in regional hospitals or positions of specialties that are difficult to fill.
