El Gobierno sumará 40.000 viviendas y 2.400 suelos de la Sareb al parque público

The first package of homes to be made available will consist of approximately 13,000 properties.

The Government has approved on Tuesday the perimeter of homes and land owned by Sareb that will be incorporated into the Public Business Entity of Sepes Soil to subsequently feed the new public housing company, with the aim of increasing the public housing stock at affordable prices.

As announced by the Minister of Housing and Urban Agenda, Isabel Rodríguez, a total of 40,000 homes and 2,400 plots with the capacity to build 55,000 homes owned by Sareb will be made available to the new public company through a donation progressively. The market value of the operation amounts to 5.9 billion euros.

The homes that will enrich this public park will be affordable rental homes below the market land price and «in no case exceeding 30%» of household income.

«It is an important agreement that also addresses the aftermath of the previous financial crisis, which involved using these homes from evictions to pay for the financial bailout. Therefore, it also has a clear political determination and different ways to act in a crisis, which is to save the banks or save the families,» explained Rodríguez at the press conference after the Council of Ministers.

The estimated value of this operation is 5.9 billion euros, and the homes will be located in areas with the highest need for affordable rental housing.

593 MILLION FOR HOME RENOVATIONS

Furthermore, this Tuesday’s Council of Ministers has also approved enabling the public company to use up to 593 million euros to adapt Sareb’s homes.

In this way, the Government is implementing one of the measures announced by the President of the Government, Pedro Sánchez, last January, which is part of the package of 12 measures to make housing more affordable.

Specifically, Sánchez announced at the beginning of the year that 13,000 Sareb homes would be immediately incorporated into the public housing company, with another 17,000 to follow progressively. Currently, Sareb has about 37,000 homes in its portfolio, as stated on its website.

«The President of the Government committed to making 13,000 homes available immediately, which is the figure we are primarily working on, and we will be incorporating all of them because some will still require adaptation,» indicated the Minister of Housing.

CRITERIA FOR THE LOCATION OF THE HOMES

In this way, the homes will be located in areas where there is a greater need for affordable rental housing, based on the population’s determination.

Therefore, they will be placed in towns with more than 5,000 inhabitants or, if smaller, those that have had a population growth of more than 5% in the last ten years, i.e., where the need and demand for housing are evident.

Additionally, the agreement prioritizes tensioned areas, as «that is where there is a greater demand from citizens and greater collaboration with all public administrations,» and in the Valencian Community following the DANA that occurred in October in the territories.

Regardless of their appraisal, all homes up to 85 square meters will be incorporated, and those exceeding this area, up to 150 square meters of usable space, whose appraisal value does not exceed 40% of the value resulting from multiplying the property’s area by the average price per square meter for free housing as shown in the Housing Valuation Statistics published by the Ministry of Housing.

Regarding the technical conditions of the homes and buildings, they must not have structural pathologies or comply with current urban planning legislation, as well as have adequate habitability conditions.
