An amendment by MÉS is introduced to modify the law on strategic industrial projects

PP and Vox vote against the final provisions on budgetary control introduced via amendments by the PSIB

The plenary session of the Parliament approved on Wednesday the Law on the management and modernization of industrial promotion areas with the favorable votes of PP, Vox, and non-affiliated deputies, and the abstentions of the left.

The norm, pushed forward by PP and Vox, aims to promote business associationism since, as pointed out by the Minister of Business, Employment, and Energy, Alejandro Sáenz de San Pedro, of the 53 industrial estates in the Balearic Islands, «very few» have associations that oversee the coordination of companies to add value and generate improvement opportunities.

He also highlighted that one of the «great values» of the regulation is, in his opinion, that it is a «flexible law that provides tools, does not create obstacles, and does not impose.» «It allows each industrial estate to find the management model that best suits its needs,» he summarized.

The objective of the law is to regulate the establishment of measures aimed at achieving the modernization and proper management of industrial promotion areas in the territory, establishing, among others, the Regional Plan for Competitiveness and measures to promote public-private collaboration.

By unanimous decision, the text has incorporated an amendment by MÉS per Mallorca to introduce an additional provision to the law on strategic industrial projects, stipulating that in renewable energy projects, the law shall only apply to those intended to supply energy to an industrialization project or modernization of an industrial activity.

With this amendment, as celebrated by the ecosovereignists, the law on strategic industrial projects will no longer be «a sieve» for solar parks in rural areas.

Vox deputy Manuela Cañadas has advocated for the need to «eliminate climate dogmas» in the law through the only live amendment by the party related to repealing any regulations regarding the implementation of climate policies, which was rejected by the Chamber.

According to Cañadas, the «real obstacle» is the ideological normative in climate, urban planning, and bureaucratic matters. «The amendment is a wake-up call so that the root of the problem is not forgotten,» she said, asking PP to «eliminate the trace of the left.»

The ‘popular’ Jordi López highlighted the number of amendments introduced in the text during the parliamentary process. «In addition to approving an important law for the industrial future, this Parliament demonstrates that when there is political will, dialogue and collaboration among groups are possible and yield results,» he emphasized.

POORLY WORKED LAW

The left-wing groups have criticized the law for presenting «inconsistencies and incoherences» and, furthermore, «lacking courage and falling short.» According to MÉS per Mallorca, Més per Menorca, and PSIB, the law is «poorly worked» and entered the Parliament «poorly drafted.»

«I have the feeling that someone has not done the job of monitoring the law,» said the Menorcan deputy, Josep Castells.

Similarly, deputies Ferran Rosa (MÉS) and Marco Guerrero (PSIB) have referred to inconsistencies in the text, among others, that mention a type of collaboration that was later removed via a Vox amendment.

They also criticized the removal of a Commission for Competitiveness in Industrial Promotion Areas, also through an amendment by Santiago Abascal’s party. «They create new concepts without defining what they are,» warned the ecosovereignist.

REMOVAL OF PSIB AMENDMENTS

During the parliamentary process of the industrial estates law, several socialist amendments were introduced, with the support of Vox, to establish control mechanisms in cases where regional budgets are extended.

Santiago Abascal’s party had voted in favor of these amendments during the committee stage, when there was still no budget agreement, a situation that prompted criticism from the Government and the ‘popular’ party for «blocking» around 400 million euros.

Finally, following the agreement between PP and Vox, these two parties voted against the third bis, ter, quater, quinquies, and sexies final provisions.

Also, Article 29, which, among other things, promoted the use of renewable energy in industrial areas, has been removed from the text.
