Sumar has submitted a non-binding proposition in the Congress of Deputies proposing to study the development of a social ‘leasing’ system for electric vehicles with affordable installments tailored to vulnerable households, companies, or professionals in rural areas.
The initiative, which will be debated in the Committee on Ecological Transition, aims to develop a system that would emulate the one developed in France, where a ‘leasing’ program has been launched to provide electric vehicles to citizens with medium and low incomes living in rural areas for installments around 100 euros per month.
In this way, En Comú MPs Félix Alonso, Júlia Boada, and Aina Vidal; and Compromís MP Alberto Ibáñez, have proposed developing a system similar to the French one in collaboration with other administrations, including a forecast of potential demand, an affordable installment adapted to the territory, and demand instruments for small cars and vans (for vulnerable users as well as vulnerable micro-enterprises and self-employed individuals) manufactured in the EU.
BOOSTING ‘CARSHARING’
As part of the proposal, also reported by Europa Press, the plurinational group also aims to promote ‘carsharing’ in companies in rural areas, in dialogue and collaboration with businesses and trade unions.
Sumar aims to incorporate these two measures within the Climate Social Fund provided for in the EU Directive establishing a system for trading greenhouse gas emission allowances, pending transposition into Spanish law, and allocate the necessary budget allocation.
Furthermore, the coalition of parties proposes to «remove social access barriers» to electric vehicles by automating the application of subsidies; expanding subsidies to company vehicles; increasing the availability of charging facilities, especially in rural areas; unifying the charging system; and promoting the production of electric vehicles by transforming the automotive sector.
Finally, the non-binding proposition urges the creation of a demand instrument for small and affordable electric vehicles manufactured in the EU, through the analysis of the vehicle’s life cycle.
