The National Commission of Markets and Competition (CNMC) has released the third provisional settlements of 2025 for the electricity sector and renewable energies, cogeneration, and waste for 2025, as well as the sixth provisional settlement for the gas sector in 2025.

3/2025 Settlement of the Electricity Sector
The transient deviation amounted to -748 million euros. Total income was 2,682.7 million euros, and costs were +3,430.7 million euros. This month, there have been temporary imbalances between income and costs in the electricity system, as outlined in Article 19 of Law 24/2013, dated December 26. As a result, the cumulative settlement for the electricity sector is affected by a coverage coefficient of 74.98%.
Consumption demand decreased to 40,668 GWh.
Renewable Energies, Cogeneration, and Waste
This settlement amounts to a total of 1,096.18 million euros from January 1 to March 31. Of this, 1,083.63 million euros are paid from the electricity sector, while 12.55 million euros come from the General State Budgets, representing 50% of the specific remuneration of installations located in non-peninsular territories.
This month, there have been temporary imbalances between income and costs in the electricity system, as outlined in Article 19 of Law 24/2013, dated December 26. As a result, the cumulative settlement for the electricity sector is affected by a coverage coefficient of 74.98%, and the amount to be paid in advance to producers amounts to 279.11 million euros.
The amounts settled and paid from the electricity sector have the following breakdown by technologies:
For the payment of the corresponding part to installations in non-peninsular territories, at the end of this settlement, revenues have been received from the Treasury that allow the full payment of this item, amounting to 4.43 million euros.

6/2025 Settlement of the Gas Sector
Covering the settlement period from October 1, 2024, to March 31, 2025.
The total declared income by companies amounted to 1,027 million euros, 13.6% lower than that declared in the comparable period of the previous year, highlighting the decrease in income from toll billing at LNG plants by 91.2%, which includes a significant decrease in premium income.
The declarable incomes by categories were as follows:
- System charges: 6.77 million euros.
- Underground storages: 42.75 million euros.
- Local networks: 766.68 million euros.
- Trunk transport network: 174.42 million euros.
- LNG plants: 21.03 million euros.
These incomes cover the recognized remunerations and other debtor balances. In total, the following deviations have been recorded:
- System charges: +0.42 million euros.
- Underground storages: +6.87 million euros.
- Local networks: -15.04 million euros.
- Trunk transport network: +103.27 million euros.
- LNG plant: +233.95 million euros.
The gas demand in the gas year 2025 billed until March 31, 2025, amounts to 144.5 TWh. This quantity is 7.3 TWh higher than that of the same period in 2024. Additionally, natural gas exports via pipelines have been 10.2 TWh, gas transferred from regasification plants to vessels has been 4.2 TWh, and gas loaded in tankers has been 4.6 TWh. In total, the gas system’s energy output in the settlement period was 163.5 TWh.
